On the afternoon of May 18, 2023, President Xi Jinping held talks in Xi’an with President Shavkat Mirziyoyev of Uzbekistan who is in China for the China-Central Asia Summit and a state visit.
Xi Jinping recalled his state visit to Uzbekistan last September, during which the two sides jointly announced the implementation of the vision of a community with a shared future at the bilateral level and the new characterization of bilateral relations. China is advancing Chinese modernization on all fronts and Uzbekistan is developing “New Uzbekistan” across the board. Both countries are at a crucial stage of reform and development, and faced with the test of the changing international landscape. China is ready to work with Uzbekistan to deepen all-round cooperation, and build a China-Uzbekistan community with a shared future.
Xi Jinping emphasized that China firmly supports Uzbekistan in safeguarding national sovereignty, independence and territorial integrity, and in following a development path suited to its national conditions. The two sides should firmly support each other and be each other’s reliable and trustworthy friend and partner. The two sides need to expand cooperation in economy, trade and investment, advance connectivity building, expand cooperation in energy and healthcare, and actively carry out sub-national as well as people-to-people and cultural exchanges and cooperation, and exchanges and cooperation in poverty alleviation. The two sides also need to carry out cooperation against terrorism and interference, and make due contributions to regional security and stability.
Xi Jinping pointed out that the China-Central Asia Summit is a new milestone in the history of China-Central Asia relations, and will open a new era of China-Central Asia cooperation. China is ready to join hands with Uzbekistan to advance the building of China-Central Asia cooperation mechanisms and build an even closer China-Central Asia community with a shared future.
Shavkat Mirziyoyev said that the successful convening of the 20th National Congress of the Communist Party of China and that of China’s Two Sessions this year are historic events with important significance for the world today, and fully demonstrate the endorsement and support of all the Chinese people for President Xi Jinping’s grand development strategy. Shavkat Mirziyoyev expressed his belief that under the leadership of President Xi Jinping, China will surely be able to complete the building of a great modern socialist country in all respects on schedule, and make important contributions to world peace and development. Uzbekistan firmly adheres to the one-China policy, and is China’s reliable all-weather strategic partner. Uzbekistan is ready to learn from China’s experience in poverty alleviation, further deepen cooperation with China in various fields and strengthen people-to-people and cultural exchanges, actively implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and elevate Uzbekistan-China comprehensive strategic partnership to a new level. Uzbekistan is also ready to strengthen coordination with China in multilateral settings including the China-Central Asia cooperation mechanisms, to jointly promote regional security and development.
After the talks, the two heads of state signed the Joint Statement between the People’s Republic of China and the Republic of Uzbekistan, approved a plan for the development of the comprehensive strategic partnership in the new era between the People’s Republic of China and the Republic of Uzbekistan (2023-2027), and jointly witnessed the signing of multiple bilateral documents on cooperation in priority investment projects, poverty alleviation, trade of agricultural products, and inspection and quarantine, as well as sub-national cooperation.
